The Emperor agreed to the outlaw of the worship of Talos because it was the right thing to do.”. On a side note, the Redguards have on average the best warriors on Tamriel. Given the Thalmor presence in the chaotic uprisings in Black Marsh in the early days of the 4th Era that led to the successful rise to power of the radical An-Xileel (who preach a violent form of revenge) it is hard to see a picture of an Empire in control of its provinces and able to deal with a dynamic array of threats and duties.
The reason for that is two-fold. And there are still those in the Empire who feign to not understand why Ulfric was able, in such a short time, to rally half the kingdom? Again I’m not here to pick a side, but if your reasoning for joining helping the Empire is to morally grand stand against those pesky racist Nords then you’re either dull or a hypocrite. This speculative talk of “...possibility...” And passive aggressive terms such as, “...generally uncooperative...” read more like a covering of tracks to avoid persecution by superior's of the author of the document. The Elder Scrolls series are trademarks of Bethesda Softworks LLC, a ZeniMax Media company. The truth of that assertion can, of course, never be known.
He bails out Nord caravans all the time. Second, if Ulfric’s goal is to reinstate Talos worship, why is he striking against the Empire? There will certainly be plenty of room for growth! I have attempted to use direct sources in the form of analysis to provide credentials to my statements.
As of now, it is only Ulfric that can save the fate of Skyrim and Hammerfell and drive the Dominion from the shores of Cyrodiil. The Imperials are just trying to keep Tamriel at peace and were forced to abolish Talos worship by the elves to prevent a more damaging war with them.
But of course, Ulfric had to go and strike against the Empire, because all he wants is power.
Imperial authority has waned and I have proved that they have, since the Oblivion Crisis, been throughouly unable to honor their obligations. Such a prospect, at this point in time, is unwelcome. The Emperor's decision to withdraw from the Imperial City in 4E 174 was bloodily vindicated. “...so we continued to worship Talos, and revere him as the ultimate hero-god. The Empire is still worshipping Talos, some of them more open than others, and a lot of the Stormcloak leaders are themselves previous Empire supporters. The Dossier states, “...he was taken prisoner of war during the campaign for the White-Gold tower.
The Imperials only wanted to keep Tamriel at peace. This event is significant because these legions from Skyrim were the same legions that a young Ulfric Stormcloak was a soldier of, ready and willing to do battle against the Thalmor in the name of the Empire.
Veteran Nords of the Imperial wars would also be familiar with the situation in Hammerfell and no doubt Ulfric Stormcloak, who routinely claims he will continue the war against the Thalmor once Imperial occupation has been driven from Skyrim, has future plans in extending a hand towards the Redguards (and who knows, even High Rock may pull themselves together). The Empire isn’t enforcing the ban on Talos worship, the Thalmor are. You may say that it is still the Nords’ homeland but let’s talk about how it makes it their homeland. This would open up another flank for the Thalmor to assault Hammerfell, and it's geographically much closer to their end goal, which appears to be the Adamantine Tower.
The Redguards say that this proves that the White-Gold Concordat was unnecessary and that if Titus II had kept his nerve, the Aldmeri could have been truly defeated by the combined forces of Hammerfell and the rest of the Empire. How can a true Nord of Skyrim cast aside the god that rose from our own heartland? Brunwulf stands up for minorites and sends the player to hunt bandits, and if Ulfric moved to Castle Dour after becoming High King and Brunwulf was placed in charge, I think he would be better for the city regardless. Traditions and cultures of other races are in Skyrim, not just the Nords. Lord Naarifin was kept alive for thirty-three days, hanging from the White-Gold Tower. (NOTE: The coincidental intervention of the dragon at Helgen is still under scrutiny. Why go against both the empire and the Thalmor when you could beat the Thalmor together and regain true freedom?
That being said, there is no reason to side with Imperials.

My point is that neither victory is moral, because in the end politics is largely an amoral field. In the first section of his book titled, “The Rise of the Thalmor”, Legate Qunitius makes the claim that, “...very little is known of the factional struggles that went on inside the Dominion while the Thalmor consolidated its power...”.
However cruel and unjust it may sound, at the end of the day, Imperial Realpolitik is the only thing preventing the Dominion from overrunning the rest of Tamriel. Furthermore, the "stormcloak victory" only occurs because the LDB lends them aid, once the LDB has vanquished Aluduin/Harkon/Miraak and vanishes, the Empire will likely send another legion to reinforce the current one and end the rebellion pretty quickly.
Imperials increase corruption and crime in a few places. the “blight” of your brothers (and sisters) of Skyrim. Sorli gives off an entitled vibe. It’s not that they don’t want to do something, rather it’s because the Empire can not be assured of military success at the current time and its easier to bide their time and rebuild than to fight the Thalmor at every turn. During the winter of 4E 174-175, the Thalmor seem to have believed that the war in Cyrodiil was all but over. Solitude - Elisif is a puppet either way. But this is still not the end of the ever continuing spiral into Oblivion itself of Imperial policy, for now the swords that were once turned against the Thalmor are now turned against her own people. One can only hope that in the wake of the defeat of both the fallen Empire and Dominion that a new, stronger, better prepared, and healthier force will fill the space that will be left once these powers have gone.
